9 FAM 41.32 Notes Page 1 of 2 9 FAM 41.32 NOTES (TL:VISA-344; 01-09-2002) 9 FAM 41.32 N1 NONRESIDENT ALIEN MEXICAN BORDER CROSSING IDENTIFICATION CARDS (BCC); COMBINED BORDER CROSSING IDENTIFICATION CARDS AND B-1/B-2 VISAS B-1/B-2--BCC) (TL:VISA-2; 08-30-1987) The BCC may be stamped in the old-style Form FM 13, Mexican identity document or in a valid or expired passport issued by the Mexican Federal Government whereas a B-1/B-2--BCC may be issued only in a valid Federal Passport. Although both have indefinite validity, the visa could not be used for entry after the expiration of the passport (until/unless a new valid passport is obtained); the BCC aspect of a B-1/B-2--BCC could still be used for entry from contiguous territory (Mexico or Canada) without obtaining a new passport. In a valid passport, the B-1/B-2--BCC is valid for entry regardless of the point of origin of the travel. Issuance in the Form FM 13 will gradually discontinue as the Mexican authorities phase in a new FM 13, because the new version is too small to contain the stamp. 9 FAM 41.32 N2 FULL VALIDITY MEXICAN B- 1/B-2—BCC USUALLY ISSUED (TL:VISA-2; 08-30-1987) The Department intends that the Mexican B-1/B-2--BCC stamp be used in place of the indefinite validity B-1/B-2 visa and that full validity be given in all cases where applicants are qualified to receive B-1/B-2 visas. Although consular officers retain discretion to limit the validity of nonimmigrant visas, the Department expects that issuance of limited validity visas will be relatively infrequent. 9 FAM 41.32 N3 TERMINATION OF ISSUANCE OF FORM I-190, NONRESIDENT ALIEN BORDER CROSSING IDENTIFICATION CARD U.S. Department of State Foreign Affairs Manual Volume 9 - Visas 9 FAM 41.32 Notes Page 2 of 2 (TL:VISA-344; 01-09-2002) Border crossing identification cards on Form I-190, Nonresident Alien Border Crossing Identification Card, formerly used by Mexican nationals for entry into the United States as temporary visitors for business or pleasure from contiguous territory, or from a country other than contiguous territory provided the alien was in possession of a valid passport, are no longer issued as a result of the new B-1/B-2-BCC stamp.
